The difference between them is that Naruto suffered then also he came to right path but others like sasuke and kabuto turned in the bad path except for shisui and itachi

many characters in Naruto has tragic past, In the shinobi world, There is lot of conflicts and hatred. Many were victims of this. Every person cope with pain in different ways. Morever Naruto never thought is past was worst. Naruto has tragic childhood but he didn't faltered to darkness because there were some people such as Iruka who shown kindness to him and later on he earned acknowledgement from everyone by his own actions. Naruto was able to understand others pain better than anyone. Gaara who is also a jinchuriki was also treated similarly by his own family and village but he had no one for him and he becomes killing machine but later he reformed himself. Sasuke become obsessed with revenge and power falls into dark roads. Kabuto also have a tragic back story. There are many character to considered with tragic past such as Haku, Nagato, Yahiko, Konan, Sasori etc.
Lets not compare, Just acknowledge characters for what they are.

Kabuto was everywhere.
The information he gained on all of those villages was too important to fall into someone else's hands.
